To clarify,

Did you say the vehicle doesn't seem to be getting fuel? Do you mean the fuel pump doesn't appear to be working?

The p1676 code indicates a problem with the security key system that keeps your vehicle from being started with an unauthorized key. If the chip in your key has died it could keep it from starting and trigger this code, but it would not make it misfire or stall while driving.

When you first turn the key to the run position can you hear the fuel pump buzz for a few seconds? It should buzz for about 3 seconds each time you turn it to run.
