Hello and welcome to JustAnswer!If the steering column isn't locked in a way that is binding the linkage in the steering column then odds are you have a stuck tumbler in the lock cylinder which will require replacing the cylinder. You can sometimes get a stuck tumbler to break loose temporarily.Spray some penetrating oil directly into the lock cylinder. Insert the key and run it iin and out quickly a few times, repeat the process again.Then insert the key fully and give it a few good taps on the end. This will sometimes jar a stuck tumbler loose.
