Hyundai tiburon: 2003 Tiburon had the rear struts replaced.

2003 Tiburon had the rear struts replaced. The repair person disconnected the rear seat belts. They are now completely retracted and can't be reattached to the bolt hole on the frame. what can I do to un retract them?

Are the retractors with the belts on them mounted in place?

You need to remove the bolt for the upper guide (pry the case halves apart) then bolt the retractors into place and jiggle the belt, it will come loose. Then you can bolt the upper guide back in place and the belt should function properly.

These are rear seat belts they only have the one place over the struts to bolt in and they won't reach that far.

If the belt is mounted in place it should pull out and lock when it is out of level.
Are they installed upside down?

they are on the floor of the trunk I can't get them to move at all so I can reattach them.
