On an Empire wall...

On an Empire wall furnace, after start, burners burn for a few minutes, then flame appears between orifices and bottom of burners and burns a little outside of the burners. Is this normal, and is there a safety issue?

Contractor's Assistant: Do you have fuel in the tank? If so, is the shut-off valve open and the fuel clean?

No this is not normal. The gas flow and flame are designed to be controlled throughout the appliance. If you have gas and/or flame outside of these areas, then something is not right and is a potential safety/fire hazard. From you description it sounds like you may have a cracked burner assembly that is not noticeable when cold or no flame, however once it heats up and expands, then the gas is allow to escape through the crack and ignite creating a flame outside the burner. If you do have a cracked burner, then you will need to replace the entire heater as these parts are not available unless you can locate an old heater somewhere.
