Hello, code 991 is abnormal burning, that means the AFR rod is likely covered in soot, indicating orange color in the flame... orange in the flame indicates a dirty vent system or too much fuel in relation to the air.

Tell me if there is any yellow or orange in the flame

clean the rod off with steel wool
