I recently had 10 new mears manual thermostats installed in a shore house controlling electric heaters. Two units turn the heaters on at 45 degrees when house temp is 70! Can these be adjusted? Thank you

No it is a simple mechanical thermostat

If it is a mechanical thermostat, remove cover and make sure if there is a spring coil, that there is not any type of Styrofoam or packing material that may be preventing the coil from accurately contracting and expanding
