Look beside the lights and see if the words status and fault are shown by leds. Then tell me the codes by status and fault

Expert:  airheatman replied 1 month ago.

If the on and 3 are by status that is letting us know no call for ac and then call for ac

If the 7 is the fault code. most likely low on refrigerant or a restriction

This will require a tech onsite to diagnose unless you have refrigerant gauges

The blinking lights are on the circuit board and they are unlabeled
Expert:  airheatman replied 1 month ago.

Most likely outdoor is shut off due to a pressure switch.Do you have gauges to check charge?

Customer: replied 1 month ago.
No
Expert:  airheatman replied 1 month ago.

Try turning breakers off to both units and see if it will reset. Then turn back on and call for cool and see if it tries to start at all.

The handler turns on but not the outside unit

Do you have a volt meter to see if air handler is sending 24v to outdoor unit?
