I have a model E1EH 015H furnace. What will cause the blower

I have a model E1EH 015H furnace. What will cause the blower fan not to cycle off after the thermostat is satisfied. I have already replaced the thermostat. If I turn the main breaker off and on the unit fan will not come on when I power it back up until the thermostat calls. Once it calls for heat it will not shut off when the thermostat is sat
JA: Did you double-check the thermostat's settings? And what about the filters?
Customer: The filters are clean and the thermostat has been changed with no luck
JA: Do you plan on doing the work yourself?
Customer: Yes
JA: Anything else we should know to help you best?
Customer: This is the only problem I have with the unit

After the thermostat you only have one choice...the sequencer. It stages the blower and electric heater elements.

In your case the blower level of the sequencer is not opening when it should. This requires replacing the sequencer.
