It is 18 degrees F. outside. Our 5 ton furnace is keeping us

It is 18 degrees F. outside. Our 5 ton Coleman furnace is keeping us nice and warm in our 2600 foot home. The fan blade on the top of the unit is not turning, but we are receiving forced air inside. Perhaps the fan only runs for the air cooling in the summer?
JA: Did you double-check the thermostat's settings? And what about the filters?
Customer: settings are at 64 degrees at night, 70 during the day. Filters were changed in June.
JA: Do you plan on doing the work yourself?
Customer: no.
JA: Anything else we should know to help you best?
Customer: Should the fan which blows up from the unit to the outside air be turning at this temperature?

If you have a gas furnace the fan on the condenser outside only turns on while in cooling. Russ
