I keep seeing error code 23 on a hvac. The 3A fuse was out

I keep seeing error code 23 on a Bryant hvac. The 3A fuse was burnt out and I thought that was the issue. I changed out the fuse and the system worked. It them stopped again. I cleared the rubber tube to the pressure switch, but just wanted to get your thoughts on what I am missing. The weird part is if I remove the fuse and reinstall the system works for one cycle. If it turn off it wont reengage. Help?!!!

Where the tube attached to the housing of the blower is Pull the tube off and check the orifice hole where it connects to the blower housing. Poke a paperclip or small rod through there to make sure it is clear and try it again.

Make sure the outside vents are clear.
