My Goodman heat pump will not work. This is in a new house

My Goodman heat pump will not work. This is in a new house and a suspect that that there is an on-off switch somewhere which I cannot find.
JA: Did you double-check the thermostat's settings? And what about the filters?
Customer: I set the thermostat for 68 degrees about two hours ago. No movement from the 65 degrees shown. What should I check on the filter?
JA: Do you plan on doing the work yourself?
Customer: No. I expect that I will have to wait for the property manager's office to open tomorrow. I was just wondering whether there is an on/off switch on the unit itself that is in the off position. For this new house, it is usually some dumb oversight which prevents things from working.
JA: Anything else we should know to help you best?
Customer: I'm probably too ignorant to know what else to say.
