I have a carrier HE unit and the outside fan/compressor unit

hi I have a carrier HE unit and the outside fan/compressor unit is not engaging 5 ton
JA: Did you double-check the thermostat? And what about the unit's filters?
Customer: filters got cleaned
JA: What are all the symptoms of the problem (error codes, flashing lights, etc.)?
Customer: on the units panel lghts are solid yellow and solid green
JA: What happened just before this problem started? What troubleshooting have you tried?
Customer: reset all circuit breakers shut off and restarted the heating unit in the attic
JA: Anything else you want the HVAC tech to know before I connect you?
Customer: how do I reset the thermostat? Im thinking it might be that thermostat I noticed this last week was frozen on 78 degrees all the time

Can you force the fan to spin by using a stick? Spin it hard.
