Is the system set to COOL? Is cool showing on thermostat?

Customer: replied 1 year ago.
No it's not
Expert:  Tim H. replied 1 year ago.

Let's set system switch to COOL and use up and down arrows to set a desired temp, then immediately hit HOLD

Customer: replied 1 year ago.
There is no hold option
Expert:  Tim H. replied 1 year ago.

Not even if you swing door open? I don't have a model number of the stat so operating somewhat in the dark here.

Customer: replied 1 year ago.
I've attached a picture of the thermostat
Expert:  Tim H. replied 1 year ago.

OK, this one is non programmable, so just set system to COOL and set desired temp

Customer: replied 1 year ago.
I did that and it keeps blowing hot air or nothing at all
Expert:  Tim H. replied 1 year ago.

Outside unit running?

Customer: replied 1 year ago.
The downstairs thermostat is a Nest and is working fine.
Expert:  Tim H. replied 1 year ago.

I want you to check outside unit that this thermostat controls. Downstairs is probably on a different system
