Will an old furnace filter cause a 13 ser A/C unit to not operate??

It would hinder efficiency but would not stop operation.

If it tries to start but cant...then you have a bad capacitor. Trace wires to a soup can sized cannister...this is capacitor...replace that with an exact match and you are back in business.
