Im working on an carrier infinity system, 5 zones. the stat,

im working on an carrier infinity system, 5 zones. the stat, zone board, transformer and damper motor have all been replaced(twice). The damper motors are receiving 24V open and close at the same time when the wires are disconnected. but when the wires are checked while attached to either the board or damper, the voltage drops to 0. any ideas? Its like the zone receives power to close and gets almost closed then receives an open power signal and opens back up. then is stuck open(probably due to the open/closed signals both being sent)

triple checked settings on tstat and wiring into the board and into dampers. checked continuity on all wires to make sure the zones weren't crossed. no bypass damper on this system(not needed on infinity system)
