And inside its blowing air, but its not cold?

Customer: replied 1 year ago.
one motor runs both fans
Expert:  WCohn replied 1 year ago.

It can only be one of two things.

  1. Bad start capacitor for compressor
  2. Bad compressor.
Expert:  WCohn replied 1 year ago.

If you have Two capacitors the compressor one could be bad, but if you only have one then its your compressor

refrigeration guy says compressor does run
Expert:  WCohn replied 1 year ago.

If your compressor was running you would have a cooler house unless you have a refrigerant leak

Customer: replied 1 year ago.
its rooftop AC for van with high pressure
Customer: replied 1 year ago.
not leaking
Expert:  WCohn replied 1 year ago.

Still either compressor isn't running or its running but there's no refrigerant to make it cold.

Customer: replied 1 year ago.
has to be refrigerant cuz the pressure is within normal
Expert:  WCohn replied 1 year ago.
