my name is Billy. The only way this can occur is if there is a "cross over" somewhere.

This means whether there is a mixing /balancing valve, commercial spray nozzle etc is allowing the hot to migrate to the cold side.

Have you felt piping to see where cold is not cold and the pipe warms?

Generally you can track by pipe temperature
