We have a McQuay PEH079 Chiller at work. The processor LED

We have a McQuay PEH079 Chiller at work. The green processor LED will not light up. The display works but does not respond to start up request or any other requests. The problem developed last year and by switching off the main disconnect switch off & on a few times I could get the processor LED to light up and the Chiller would start. We had the disconnect switch replaced but this year no green light and the Chiller will not start at request. The Micro tech Panel is getting 30 volts but when I checked the two LM7805 voltage regulators on that panel grd to input and output they are 0 volts. Some component on that panel is open. Any ideas?
