I have a three speed motor running on low speed. When

I have a three speed motor running on low speed. When switched to med or high it still runs low. It's a small GE 1/3 hp or less. Two brown wires go to capacitor.

The 116 volts is a bit low but should run fine.Most likely a weak capacitor.Do you have a capacitance meter to check it?
