I recently moved into a brand new apartment building with 3 Islandaire PTAC units. The apartment has never been lived in before. All 3 of the units make a regular, obnoxious clicking/thunking sound every few seconds when the heat is on. I'm used to this sound from NYC ore-war building radiator pipes, but not PTAC units. Is this normal? What causes it and can it be corrected?

have you watched the unit to see if the sound correlates with the damper swing pattern?

The dampers are all that continuous oscillate
