Boiler set on 80, wall stat on 30 deg c, but rads downstairs

Customer: Boiler set on 80, wall stat on 30 deg c, but rads downstairs are not getting up to usual heat despite the fact these are increased from usual settings of 70 and 22 deg c. Boiler only 10-11 years old, pump in airing cupboard appears to be running as usual judging by the sound which is the same as usual. Have not bled rads this year, but some of my bleed valves are seized so need replacing preferably by someone who is an all-round problem solving plumber and who can help us with the whole problem rather than involving several plumbers/insurance cover etc to potentially no avail

Customer: What else would help? Boiler is Glow Worm 24hxi, also had problem recently (still requiring attention) of hot water running far too hot. Don't know if this is related.

I've not checked tank in loft but will check tonight. I guess this will be affected if it freezes/has been frozen for a couple of days?

finally, as far as I can see the money's been taken via PayPal + I requested the first available technician to call me back which hasn't happened. Unless you get back to me by tonight I shall have likely got the advice I need elsewhere and will be claiming the money back!
