Is it normal for the condensing unit and all copper pipes and mechanics below the fan to be covered with ice? Ice is 2" thick inside and outside of all four sides.

This is not normal. Frost may appear but never ice. If unit is icing you have one of two issues. The unit is low on refrigerant again or the defrost board is failing to send unit into defrost mode.
