Can you tell me if you have a heat pump connected to the air handler or just using it as an electric furnace?

There's a heat pump on the hvac. Outside unit is not working but air handler is

My bad. Ok do you have a volt meter for troubleshooting .And please give me model on the outdoor.

No problem let me know as soon as you get the meter.We will open the control panel on outdoor unit.Locate the control wires coming from thermostat, turn thermostat to call for heat and check between the yellow control wire Y on board and the Brown wire C on board to see if we are getting between 24 and 28 volts AC.
