I had a little bit of flooding in my basement and the water heaters that I have turned off. I followed the instructions for trying to relight them but it did not work.

Sounds like you had enough flooding to submerge at least the pilot burner which means, at a minimum, there is probably water in the pilot burner tubing. You'll have to pull the burner and empty out the tubing then put it back together before you try to re-light
