I have a Lennox 13HPD. the inside unit is working and

Hello, I have a Lennox 13HPD. the inside unit is working and blowing air, the outside unit fan is not running, I just replaced the Capcitor, the lights on the board are alternating and appears to be on 5 minute protect mode. How do I figure this one out. I have shut down and started up all of the thermostats, I have pulled the fuse and shut down the main breaker and restarted the unit, I can here a click when I turn it back on (at the outside unit).

Lets let that 5 minute delay finish and see if unit comes on or we get a different code

How? it has been running for over 10mn, fan is not running, lights still flashing, inside fan blowing.

Ok if still flashing, it is not coming out of delay.This is going to be a defective board,The relay on board is stuck open

That was not the problem, the contacts were burnt, I called an HVAC tec.
