My emrson out side unit is showing that it has a High Pressure Lockout and that is why it won't turn on what do I do?

The HPC is an automatic reset on this unit. Meaning it should reset itself once pressure goes down. In your case you have a switch that did not reset.

It can be caused by fan in top not running...dirty outdoor coil, bad defrost board. The end result is something made the pressure too high, the switch tripped...and did not reset. This will require a service call
