the AC is on but the air coming out of the vent isn't cold, what should we check?

First tell me if outdoor unit is coming on

If so, feel of large copper pipe from outdoor unit and let me know if it is cold and sweating.

the outside unit isnt doing anything and the copper pipe is covered but it doent feel cold

Do you have a volt meter for troubleshooting? Our first step is to see if we have 230 volts to unit and then if thermostat is sending 24 volts to unit to tell it to come on.

There is a limited number of things we can check without a meter. If you want to aquire an inexpensive meter you can get one at Walmart or Lowes for about 20 dollars and I can guide you in troubleshooting.Look and see if maybe there is a float switch in drain .If drain is stopped up float switch may be preventing outdoor unit from getting signal
