I have a carrier split unit thats 4 years old and the new 410 freon type, the problem is sometimes it wont start when the thermostat calls for cooling, if I go outside and pull the service disconnect and cycle power it will run fine, this has happened twice this year

You may have a bad or loose connection on the thermostat wires to the outside unit. Check all the thermostat wire connections and see. The other possibility is a bad control board as you would be resetting it when pulling the plug and plugging it back in, these issues are always tough to say 100% as they are infrequent and until it becomes a constant issue it is always just a guess at the issue.
