I have a Trane xl1400 heat pump and the outside fan is not

I have a Trane xl1400 heat pump and the outside fan is not running and the unit is not cooling the inside air. The green light on the Defrost Control board is blinking steady green, but there are only 5.4 volts at the terminals (black to blue and black to yellow).
Do I have a bad DCB?

this will indeed be a bad defrost board.
anything less than 220v = bad board
