The compressor of my ac outside is working but the fan inside is not it sound like the ac try to start but it can't.

There are several possibilities here.Remove the blower door and look inside and tell me if the blower wheel is spinning or not.If it is not spinning turn the power off, so you do not hear anymore 'trying to start sounds' and reach in very carefully at your own risk and tell me if the blower motor is hot or not. If the blower is spinning but not moving air, then the cooling coil is iced and that is blocking the air flow. Let me know about all that, we can go from there.
