I have Lennox model TGA120s2BH1Y roof model, if I set the thermostat at 69' or below the coils freeze up and I need to shut it down for about an hour for it to thaw out, then I can turn it on again. Setting it at 71 or above it will not freeze up. The building we are in is about 1000 sq ft.

a dirty filter, dirty coil or lack of air flow can cause this.
If the items in question are clean and the blower is running fine..then I would have refrigerant level checked.

Ok, the filters are new everything is clean, however the fins are are bent up due to a hail storm the tech said the unit is not working at its best, ***** ***** think the fins are the cause

The fins could inhibit cooling. Especially if considerable damage.
S o yes it could be a factor.
