On a heat pump ac unit, when outdoor is very cold and the electric emergency heat is on, does the heat pump itself still running?

Hello,
it is very possible depending on how it is wired. But the emergency heat is generally for when the heat pump is not running. The emergency heat is what kicks on when the outdoor unit goes into defrost also.

So is 10kw heating element emergency heat gonna be enough for 1100 sqft 2nd floor?

Old school says 40 btu per sq ft..
10kw = 34,121 btus. 34,121 divided by 40 = 853 sq ft.
The construction and insulation also come into play...it would work as long as it is not the colder day/nights of the year.
