We have central ac unit it has thermostats and second

we have central ac unit
it has thermostats for 1st and second floor
first floor ac is working fine
second floor ac is not working
replaced batteries on honeywell focus pro thermostat upstairs
still does not work
outside of house are 2 large heatpump / ac units
1 is running continuously
the other starts and then stops

The system that starts and them stops most likely has a refigerant leak and is cycling on its low pressure cut out switch...75% chance of that, 25% chance it is one a few different causes that we can investigate as go along here.
The system that is working but running all the time needs to be checked out.
Lets talk about that one first.
Has this been its usual behavior, how long have you been using the system, have you been changing the air filter.
I need the model number of the Trane units...that is on a tag glued to the outside of each unit.
We can go from there.

sorry it is a carrier system outside - 2 units

model #24ACB330A300 (unit that runs intermittently -- and is not running now)

Tell me a whole lot about your technical skills and if you have a multi meter or not, and your willingness to get involved, hands on, with these machines or not.
If not, tell me which direction you are from the center of the nearest city and I can usually find a well rated service firm that can do repairs as needed.
