Trying to figure out how to get my thermostat to turn down

Customer Question

Trying to figure out how to get my thermostat to turn down and start cooling
It's preprogrammed and I just need it to switch to ac
It's a Honeywell commercial style T7300/Q7300
I have the installation manual here but can't make heads or tails of it
I'm not an HVAC guy

There is a way to bypass for direct cooling but involves removing the top section of the thermostat to where we see the wires....if you are game for that let me know...
Customer: replied 2 years ago.
How long?
Difficulty level?
Expert:  BillyHvac replied 2 years ago.
quick...and easy...
we remove the top section of the thermostat...allen set screw on bottom.
Top section comes off to expose the wires....these are low voltage wires we can touch.
Take wire from R (red) wire from G (green) and wire from Y (yellow)
Twist those 3 wires together and you have cooling....UNLESS something is wrong with the equipment and not thermostat

Red yellow green twisted together
No response
From over head blower vents in dining area
But AC in common areas not working
Expert:  BillyHvac replied 2 years ago.
The blower is running but not cool or nothing in this area working?
Customer: replied 2 years ago.
I'm a "maintenance director"@ an Alzheimer's special care facility
My background is in carpentry 20yrs
But this commercial HVAC stuff is completely foreign to me
Expert:  BillyHvac replied 2 years ago.
I understand.
Unfortunately the issue appears to be the equipment...
Red green and yellow send direct signal for cool. If blower is is attic...I would check it for a plugged drain....this trips a switch that interrupts power to the thermostat.
After that we are talking about a voltmeter with step to step troubleshooting
Customer: replied 2 years ago.
Dude I don't even think blower is running
In the dining area where I am the overhead blower vents are emitting nothing not even warm air
But the vents out in other areas of the building seem to be blowing cool air
I have thermostats three I think
I know this is not a substation
Because it is labeled on my map diagram as T stat
Expert:  BillyHvac replied 2 years ago.
If the drain on the blower unit is plugged...it would turn off the signal till drain cleared.
If you choose to move forward with a voltmeter just let me know.
Customer: replied 2 years ago.
