Is this a hot water system?

No - this is a foreced air heating unit

I would need the service manual to diagnose the problem. On the zone control. If you providethe model #,I might beabeto find info. How about the furnace, is it gas, heat pump?

Is there connections for both thermostats in the panel and connections for the furnace wiring as well? Also is there a duct sensor wired to the panel?

Well if you want heat now you could wire one of the thermostats directly to the furnace untill then.
