Air handler fan starts and stops repeatedly when thermostat

Air handler fan starts and stops repeatedly when thermostat is placed in the heat mode operation. It does not do this in the cool mode and the compressor does not run in the heat mode. Everything acts normal ecept in the heat mode. How do I determine the cause or causes for this problem in order to get it fixed for the winter season?
It is probably the heat relay on the air handler if it only does it during a heat call. I would imagine you can hear it clicking if you stand next to the air handler with the door off while it is starting and stopping.
