Hi,

 

That is probably a refrigerant pressure problem, if the indoor fan isn't following suit by shutting on and off then its probably a mechanical ( refrigerant ) problem.

Hi,

 

I think you are going to need a service so they can hook up gages and determine the level of refrigerant. Unfortunately I don't see a DIY way out of this.
