The reason that ice forms on the coils is because the coil temperature drops below the freezing point.

The reason a coil would get that cold could be for a few reasons.

If the air filter gets too dirty, the coil will not have enough air flow and will freeze up.

If the indoor blower motor doesn't work the coil will also freeze up because of that.

Also, if the refrigerant charge is low, or there is a restriction in the system the coil will ice up.
