the ac icon on my thermostat is just blinking, and the ac is not coming on...what could be the problem?

I changed the thermostats in my home this winter to the Honeywell RTH23BO programmable ones, that you can get at Home Depot. Everythting worked during the winter, but now I switched it to the ac side and it just blinks the little ac snowflake icon, and the ac never comes on. I checked and made sure all the wires were secure and they are.

Typically the blinking means that there is a compressor short cycle timer counting down it should only last for five minutes , did the unit start after five minutes passed ?
