I have a 6yr old mare with a swelling on her right whither.

I have a 6yr old mare with a swelling on her right whither. It has been xrayed, ultra sound and is being treated with enrofloxacin and nitrofurazone ointment.
There is no change, we started this treatment on june 11.
Do you know what this could be. my vet ays it is not cancer.
