horse: bad case of dandruff and flakes when I scratch it..bacterial

My horse has a crusty greyish buildup at the entire base of the mane. It looks like a bad case of dandruff and flakes when I scratch it. Is this a bacterial problem? There is no odor but it feels a little oily.
Thank you for posting your question. It sounds like Otto has a case of dandruff which is not uncommon at this time of year. It also makes for a tough time of the year to properly bathe and get rid of the dandruff. What does Otto's current diet consist of? Does he have a glossy coat? I would not be concerned about a bacteria infection in this location. If you would like you can post a picture and I can take a look at that as well.
