Have a 2000 honda...

Have a 2000 honda accord EX Vtech 4 cyl.with California emissions. codes P1167 and replaced 2 sensors withBosch 13071 and 13075. same codes. checked all fuses are ok. voltage on 02 sensors 12 v. black and yellow heater relay is 12 v. don't have voltage on blue wire with red marker. do I check relay or ECM?

200k. yes starts normally

Yes, replaced two 02 sensors with Bosch from O'Reillys.

This code is for the upstream sensor's heater circuit. Possible causes are wiring, the sensor, and an internal failure in the engine controller.

If you verified the heater voltage supply then what would need to be done is test the heater driver circuit. If no scan tool is available to actuate the output then you can test the driver wire between the TCM and sensor for a short to power, ground and an open circuit/high resistance. If the wire tests ok then the next step will be to replace the sensors with factory parts. Aftermarket sensors, Bosch in particular, will cause these codes to continue setting because the heater element resistance characteristics are not correct.

If replacing the sensor with a factory part doesn't help then the ECM can be condemned.
