Hi Im david, if the blower motor has power to it and its not blower then the blower motor is bad.

no, the resistor is not the problem. if the resistor was the problem the blower would still work in the high setting
do you have a multi meter?
ok, until then we are pretty much dead in the water. those mechanics at pepboys and the dealers have a lot to learn.

does the blower motor connector have the same color wires as on the print? blk/blu?

turn the blower motor on. check for 12vdc on either wire
you have 12vdc?
ok check for the voltage at the blower motor
check the fuses in the diagram

yes put it on full speed
ok. the meter is set up correctly.
so if it has power on the high setting, go to a lower setting.
well if you have power at the connector and when you plug it in it doesnt work, then you have a bad blower motor.
the motor grounds to the case. the ground for the circuit is thru the relay. if you wantyou can cut a wire and strip the ends and add a ground from one of the mounting bolts for the motor and run it to the cassis any where near the motor.
did they put 12 volts to the motor and saw it run?
ok, the motor is being grounded thru the resistor on all the fan settings except high. plug the motor back in and turn it on high.
with the key on, did it work?
then the only thing it possibly can be is the fan switch. thats it.
which means you need to replace the control panel.
the motor is receiving power thru the fuses and relay
its not recieving switched ground from the fan switch.... look at the print. each position.... the switch is grounded.
do not over think it anymore. the panel needs replaced.
the relay ground is there to energize the relay coil to pull the relay contact closed to supply power to the blower motor. which it is doing
the operation of the motor is control by the fan switch through the resistor on all settings except hi. each switch position supplies the operating ground for the blower motor speed.
