turn the ignition switch on and check the GREEN wire at the connector and let me know if there is battery voltage. Also check the WHITE/BLACK wire as well?

okay, now hook up the wiper motor connector and back probe the BLUE wire. On each wiper speed position tell me if there is power. Then also do this for the GREEN wire. Number each speed and voltage reading. Like this:

I need to know where you are putting power to make the motor work. This will help me determine what might be going on.

The wiper motor voltage goes to ground through the Blue wire terminal. Battery voltage comes from the green wire then through the Blue and Yellow wires to ground to make the motor work. You should be able to power the green wire and then supply a ground for the Yellow and Blue wires to make the motor work. If it doesn't this means the motor is bad.
