I have an 06 Honda civic LX ivtech. The check engine light

I have an 06 Honda civic LX ivtech. The check engine light flashes and has a huge loss of power and sputtering and if acceleration is lowered and attempted to return to my original speed it will not regain speed or acceleration. What could it be also the code is po420
JA: Does the light stay on, or does it blink?
Customer: It blinks as I'm going down the highway. The if I shut the engine off the light goes off and comes back on as a steady light
JA: Are you fixing your Civic yourself? What have you tried so far?
Customer: I've replaced the coolant temp sensor so far and was about to replace the 02 as well but I don't think it's the o2 at all I am fixing it myself. I work at Napa Auto Parts
JA: Anything else you want the mechanic to know before I connect you?
Customer: Not really.. other than that everything is operating fine
