I would like to do a quick test.
if you can unbolt the EGR valve and place a business card under it blocking both ports and then re tighten it then see if it will start of remain the same.
how are the plugs ?
brand /gap ?
when you disconnect the vacuum line what does it go to ?
oh really ?
here are the pressure specs
how much better ?
cause the fact now codes and we have known issues with the egr valves sticking and causing the valve to stick open and cause these conditions.
drive it and see cleans out
ok from your readings its got no fuel pressure.
I would be looking at the fuel pump as a failing issue as of now
ok lets dry to isolate one problem first.
lets work on the fuel problem first.
I would make sure their is no blockage in the fuel lines and then if they are all clear
that is for the idle air control valve.
ok then either the filter is plugged or the pump is going bad
no not on this
because the idle air control valve is hunting.
check the coolant level
ok then the system is getting more air then it was programmed. possible dirty throttle body holding the throttle plate open more then required. or a failing IACV valve.
