I have a 94 passport..tail lights went out..checked fuse under dash, changed bulbs..the turn signals work, brake lights work, when put in reverse lights other electrical issues dash illumates as well

If the dash and console lights work then the fuse, switch, and wiring up to connector C233 is OK. The taillights and front markers use the same fuse and switch position. The green/red wire at C233 should have power on both sides of the connector(see image). You can see in the wiring diagrams how the power flows to the bulbs. You can also check power at the headlight switch same wire color. A test light works or a voltmeter.
