monitors will not run above 65 mph but if you are having that hard of a time running those monitors you may need to go to a state referee to get the car cleared. California allows this when vehicles have trouble setting monitors.

do u have a drive cycle on Honda civics is there such a thing?

there is but when it comes to evap and cat after you drive for roughly 10 to 15 miles under 65 they need to sit overnight for a cold soak at times. but if the evap will not set then there is a leak somewhere in the system that is normally the reasoning for that monitor to not set. and the cat will not set without the evap.
