I just replaced a timing belt and did a valve job on a 2003 Civic LX. Everything is dead fuses are good battery is fully charged and all grounds are ok

No electrical at all no lights bells or buzzers

It sounds like you have a bad connection at or just after the battery. Check the voltage on the fuses in the fuse block under the hood.

I have checked everything twice. Volt meter, continuity, check fuses are fine.

The one main fuse on the lower right has no power going to it but the other main fused in the center have power

You might want to check power going in and coming out of the ignition switch next
