Does that mean it works sometimes and not at other times?
Or do you mean it is "jumpy" when it acts up?
Thats usually because the speedo cable is dry and is catching inside the cable housing. They tend to get a little rust built up inside the cable housing from condensation and makes this happen. Best bet is to have the speedo cable replaced but you might be able to just remove it and spray some lube down inside the cable housing to help it turn smoothly.

In this case it will either be a bad speed sensor or the speedo head itself. I would try the sensor that is mounted on the transmission first. I can see if i have a diagram showing the exact location of the sensor if you tell me if it has an auto or manual transmission please.
Below are a couple of pics of what the sensor looks like. The sensor sits on the trans and is bolted to it. 2 Bolts i believe.
